Applied Behavior Analysis (ABA) in the Individualized Education Program (IEP): Behavior Assessments FILLING

Eight years after the Applied Behavior Analysis (ABA) licensure law passed in Hawaii, the place of ABA services and providers in the Hawaiʻi public school system is still evolving. Initially, ACT 205 restricted teachers' ability to implement ABA interventions starting in 2019. However, in 2023, ACT 167 permanently removed this restriction, allowing teachers to implement ABA in collaboration with licensed ABA professionals and paving the way for a more collaborative approach to incorporating ABA into the IEP. However, it may still be challenging to differentiate “ABA services” from evidence-based teaching practices, especially in special education, where many best practices are rooted in behavioral science.
This presentation aims to provide some clarity into where ABA services fit into the IEP process by focusing on behavioral assessments and introducing a framework for tailoring assessments to individual student needs and their specific learning contexts, as required by the Individuals with Disabilities Education Act (IDEA) and Hawaii Administrative Rules (HAR) Ch. 60, and in alignment with the Behavior Analyst Certification Board's (BACB) Ethics Code for Behavior Analysts.

Learning Objectives:
1. Participants will be able to describe the general considerations for special education evaluations and where behavior assessments fit into IDEA/Ch. 60 in Hawai'i's public education system.
2. Participants will be able to describe tiers of behavioral support and when a behavior assessment might fit in, from collaborating on lower-tier interventions to selecting and informing intensive tier-3 function-based behavioral interventions.
3. Participants will be able to describe the components of a behavioral assessment and how an ABA professional may adjust the assessment depending on the context of an individual student and the impact of the behavior of concern on their education.
