10 Laws of Childhood: Behavioral Guidelines for Raising Happier, Healthier, Better-Behaved Children

Raising and educating children are the most important and challenging jobs in the world. Several
sciences are devoted to various aspects of childhood, parenting, and education. The findings obtained by
these sciences are almost always written in language almost no one can read. Yet they contain many
ideas the knowing of which could help children and make the job of parenting easier and more effective.
A primary focus of my career is to sift through these findings and separate the wheat from the chaff, so
to speak. I estimate that the findings are roughly about 90% chaff and only 10% wheat. Most of the
wheat comes from behavior analysis and the more practice aspects of the child development literature.
Once I discover the wheat I reword its message into terms understandable by the many rather than just
the few. Then I set about delivering these valuable reworded ideas to those who could best benefit from
knowing about them: people raising and educating children and people helping people raise and
educating children. This talk will cover ten of those ideas.

Objectives

1. Attendees will learn a parsimonious user-friendly description of how children learn.
2. Attendees will learn the limited role spoken language plays in effective teaching methods for
children.
3. Attendees will learn some of the perils of unfilled time during childrens’ waking hours.

Practical Functional Assessment and Skill-Based Teaching (PFA and SBT): HRE in the DOE Case Presentations

Part 1: PFA and SBT; HRE in HIDOE, presented by Joshua Hoppe.  

In this session, an overview of the Practical Functional Assessment and Skill-Based Teaching (PFA/SBT) process will be provided. The presentation will describe a pilot training and implementation project between HIDOE and FTF Behavioral Consulting spanning multiple districts and Islands aimed at building staffing capacity to implement PFA/SBT effectively in the public school system. The presentation will first describe the rationale for selecting PFA/SBT, and link the process to the broader values and systems of the HIDOE. A brief overview of the actual process will be presented, followed by outcome data from the pilot project.

Part 2: Assessment-Focused Case Presentation by Sherene Hajior and Carey Motohiro
Following the overview, Sherene and Carey will get into the nuts and bolts of the assessment process with a case presentation. They will highlight some of the obstacles that may be faced and how to overcome them. They will describe what they learned through the assessment and how the assessment informed treatment for their individual student.

Learning Objectives:
1. Participants will be able to describe the PFA and SBT process and where it fits into the continuum of behavioral supports.
2. Participants will be able to describe critical concepts associated with SBT including synthesized reinforcers, HRE, and intermittent, unpredictable reinforcement.

This presentation is tailored for educational professionals, including teachers and administrators, who are committed to advancing their students' cognitive, developmental and educational outcomes.
The PEAK Curriculum integrates traditional ABA principles with contemporary relational frame theory to promote complex language and cognitive abilities in learners. This session will provide a detailed overview of the four modules of the PEAK Curriculum: Direct Training, Generalization, Equivalence, and Transformation. Attendees will learn how each module targets specific aspects of language and cognitive development, from basic skill acquisition to the formation of complex relational networks.

Youth Suicide and Bullying Prevention Mental Health Awareness (MHA) Hawaii Part 1

The Youth Suicide and Bullying Prevention Program, created by Mental Health America of Hawaiʻi in 2008, has trained more than 30,000 youth and adults in the last 15 years. It has three components:
Youth Suicide and Bullying Prevention: This evidence informed curriculum aims to increase knowledge and understanding of bullying and suicide, identify risk factors and warning signs, and provide skills and resources to help or intervene. The target age for this is 11+.
Become a Defender: Following the model of bullying prevention developed for our original YSBP curriculum above, this interactive training was created for 9 – 11-year-olds to introduce the subject of bullying, how to prevent it, and how to talk about dealing with difficult emotions positively in fun ways specifically tailored for this age group.
Training for Trainers: The T4T program, an 8-hour training, prepares youth serving adults to present the complete YSBP curriculum.

Autistic students or students on the autism spectrum may be best supported from a neurodiversity perspective. In this presentation, we will explore the diagnostic features of Autism Spectrum Disorders (ASD) and look at research underlying neurological differences associated with ASD. From there, we will examine how differences in neurology can lead to the development of behaviors associated with diagnostic criteria and discuss a process for approaching students on the spectrum from a flexible space that recognizes their particular strengths and respects their differences. In these case presentations, Christina and Jacque will share examples of the PFA/SBT process with cases from their complex areas.

In Christinaʻs Presentation, she will showcase a student undergoing skills-based treatment for severe behaviors. Through this presentation, Christina aims to inspire collaboration between educators and BCBAs in addressing the unique needs of students with complex behavioral challenges. In Jacqueʻs presentation, he will demonstrate the process with another learner and talk about his journey through the lens of his role as an RBT under supervision during implementation.

The cases contrast two learners with different profiles and will provide a balanced glimpse into what the PFA and SBT process looks like in schools.

Likewise, Nā  Hopena A‘o (HĀ) invites us to acknowledge that we are continuously in a space of aʻo where we are teaching and learning from and with one another as well as our places.
HĀ encompasses six outcomes - Belonging, Responsibility, Excellence, Aloha, Total Well-Being, and Hawaiʻi - to be strengthened for all learners throughout their multiple learning journeys. HĀ supports a holistic learning process that guides aʻo (teaching and learning) for the entire community. When uplifted together, these outcomes represent the contextual foundation from which to draw upon when setting the right conditions for success. These conditions support the designing of meaningful learning experiences that ultimately lead to an abundant and thriving Hawaiʻi.
This session will provide an overview of the moʻolelo of HĀ as well as an emphasis on how the incorporation of a connection to culture and place in all aspects of education can help to support successful experiences in aʻo for learners of all readiness levels.

This interactive and hands-on workshop provides an excellent opportunity for individuals to learn a well-defined, systematic self-monitoring intervention and motivational system. Participants attending this workshop leave with a comprehensive tool in hand to implement immediately within schools; with an emphasis on Secondary School Settings. A discussion of self-monitoring procedures incorporating a "match" component is presented, with specific focus on Self & Match, a user-friendly, easy to implement, empirically-validated system. Participants in this training acquire a systematic guide to plan self-monitoring systems, as well as a Self & Match manual and online access with substantial materials. The Youth Suicide and Bullying Prevention Program, created by Mental Health America of Hawaiʻi in 2008, has trained more than 30,000 youth and adults in the last 15 years. It has three components:
Youth Suicide and Bullying Prevention: This evidence informed curriculum aims to increase knowledge and understanding of bullying and suicide, identify risk factors and warning signs, and provide skills and resources to help or intervene. The target age for this is 11+.
Become a Defender: Following the model of bullying prevention developed for our original YSBP curriculum above, this interactive training was created for 9 – 11-year-olds to introduce the subject of bullying, how to prevent it, and how to talk about dealing with difficult emotions positively in fun ways specifically tailored for this age group.
Training for Trainers: The T4T program, an 8-hour training, prepares youth serving adults to present the complete YSBP curriculum.

Applied Behavior Analysis (ABA) in the Individualized Education Program (IEP): Behavior Assessments

Eight years after the Applied Behavior Analysis (ABA) licensure law passed in Hawaii, the place of ABA services and providers in the Hawaiʻi public school system is still evolving. Initially, ACT 205 restricted teachers' ability to implement ABA interventions starting in 2019. However, in 2023, ACT 167 permanently removed this restriction, allowing teachers to implement ABA in collaboration with licensed ABA professionals and paving the way for a more collaborative approach to incorporating ABA into the IEP. However, it may still be challenging to differentiate “ABA services” from evidence-based teaching practices, especially in special education, where many best practices are rooted in behavioral science.
This presentation aims to provide some clarity into where ABA services fit into the IEP process by focusing on behavioral assessments and introducing a framework for tailoring assessments to individual student needs and their specific learning contexts, as required by the Individuals with Disabilities Education Act (IDEA) and Hawaii Administrative Rules (HAR) Ch. 60, and in alignment with the Behavior Analyst Certification Board's (BACB) Ethics Code for Behavior Analysts.

Learning Objectives:
1. Participants will be able to describe the general considerations for special education evaluations and where behavior assessments fit into IDEA/Ch. 60 in Hawai'i's public education system.
2. Participants will be able to describe tiers of behavioral support and when a behavior assessment might fit in, from collaborating on lower-tier interventions to selecting and informing intensive tier-3 function-based behavioral interventions.
3. Participants will be able to describe the components of a behavioral assessment and how an ABA professional may adjust the assessment depending on the context of an individual student and the impact of the behavior of concern on their education.

Improving Classroom Safety and Student Well-being: Applying Functional Assessment and Skills-Based Treatment for Challenging Behaviors

This presentation provides an in-depth examination of the Practical Functional Assessment (PFA) and Skills-Based Treatment (SBT) Model. The focus is on a 5-year-old male student diagnosed with Attention deficit hyperactivity disorder (ADHD) and Neurobehavioral disorder associated with prenatal alcohol exposure (FASD) who exhibits challenging and potentially hazardous behaviors within the public school environment. This approach places a premium on the safety, televisibility, dignity, and rapport building in the therapeutic process.

The fundamental principle of this approach is to mitigate problem behavior by explicitly teaching essential skills to students, including communication, tolerance, and contextually appropriate behaviors. The treatment was administered by two Behavior Analyst Teachers, involving over 550 trials conducted over a 13-week period. The acquired skills were then generalized across different instructors and settings, resulting in the student consistently demonstrating success in the general education classroom.

Throughout this presentation, experts in this functional model will illustrate how the PFA-SBT framework can be effectively implemented in public school settings to provide support for all students grappling with challenging behavioral issues. This innovative approach holds the potential to enhance classroom safety, foster student well-being, and offer valuable insights to educators and professionals seeking effective strategies for behavior management and skill development.

The concept of Self Determination has been a stated focus in education and support professions for decades. Unfortunately, for such a pivotal construct, there are surprisingly few educational opportunities to learn about Self Determination, let alone
how to help others prepare for self-determined lives. This presentation will offer participants a useful Self Determination training opportunity developed in partnership with The Center on Disability Studies (Hawai‘i UCEDD) and the State of Hawai‘i Developmental Disabilities Division to bring Self Determination training to individuals with IDD, state agency personnel, educators, support professionals, and others statewide.

“The Keys to Self Determination” curriculum was initially developed to train coaches and peer mentors working for the Postsecondary Support Project (PSP), a Federal inclusive postsecondary education project for students with ID based at the University of Hawai‘i. Members of the PSP team will discuss how “The Keys” are applied in the context of preparing transition-aged students for self determined lives. The team will also discuss Hawai‘i’s inclusive postsecondary education initiative (IPSE), agency partnerships, the PSP’s on-campus summer residential bridge program and its summer employment initiative. Participants will receive a durable SD training aid and are invited to explore possible collaborations or training support for other IPSE or UCEDD programs.

The PEAK Curriculum integrates traditional ABA principles with contemporary relational frame theory to promote complex language and cognitive abilities in learners. Keynote Presentation: Reinforcement: Contemporary Understandings and Applications of an Old Concept

Abstract: The most important concept in behavioral science is arguably reinforcement. Typically defined as a change following a behavior that increases the probability of similar behavior in similar situations. This concept left the basic laboratory in the 1960s and became the cornerstone of behavior modification, behavior therapy, and applied behavior analysis, especially when ABA was relied on to understand and treat severe problem behaviors like self-injury and aggression in the 1980s and 1990s. A review of behavior support plans currently being implemented in schools would suggest that no new understandings of reinforcement have been described in the last 30 years. That, however, is not the case. In this presentation, new ways of thinking about reinforcement and designing behavior support plans will be described.

Objectives:
1. The attendee will be able to describe the importance of starting with personalized, synthesized and noncontingent reinforcement when developing therapeutic relationships with students in schools.

2. The attendee will be able to describe the importance of intermittent, unpredictable, and synthesized reinforcement for school-based behavior support plans.

3. The attendee will be able to describe the importance of partial and full reinforcement when teaching skills to students with a history of severe problem behavior.

Intractable Head-Directed Self- Injurious Behavior: A Functional Reconsideration

When head-directed self-injurious behavior occurs under most or all conditions without any reliable antecedents, behavior analysts often describe the behavior as being automatically reinforced (Vollmer, 1994). Contemporary approaches attempt to differentiate sub-types of automatic reinforcement with the aim of improving treatment outcomes (Hagopian, Rooker, & Zarcone, 2015), but automatically reinforced HD-SIB remains among the most treatment-resistant types of problem behavior confronting behavior analytic practitioners. Despite the general utility of the concept of automatic reinforcement (Skinner, 1953, 1957, 1968, 1969; Vaughn & Michael, 1982), an argument for abandoning the concept when assessing and treating HD-SIB will be presented. An alternative framework will be described that relies on the assumption of multiple control by socially-mediated reinforcers and additional consideration as to whether the HD-SIB is tic-like, avoidant-type, or both. Several case studies will provide support for the utility of this alternative framework.

Objectives:
1. The attendee will be able to describe the reasons why the concept of automatic reinforcement should probably be abandoned when assessing and treating HD-SIB.

2. The attendee will be able to describe an alternative set of assumptions for assessing HD-SIB that allows for effective skill-based treatment.

Applied Behavior Analysis (ABA) in the Individualized Education Program (IEP): Behavior Assessment

Eight years after the Applied Behavior Analysis (ABA) licensure law passed in Hawaii, the place of ABA services and providers in the Hawaiʻi public school system is still evolving. Initially, ACT 205 restricted teachers' ability to implement ABA interventions starting in 2019. However, in 2023, ACT 167 permanently removed this restriction, allowing teachers to implement ABA in collaboration with licensed ABA professionals and paving the way for a more collaborative approach to incorporating ABA into the IEP. However, it may still be challenging to differentiate “ABA services” from evidence-based teaching practices, especially in special education, where many best practices are rooted in behavioral science.

This presentation aims to provide some clarity into where ABA services fit into the IEP process by focusing on behavioral assessments and introducing a framework for tailoring assessments to individual student needs and their specific learning contexts, as required by the Individuals with Disabilities Education Act (IDEA) and Hawaii Administrative Rules (HAR) Ch. 60, and in alignment with the Behavior Analyst Certification Board's (BACB) Ethics Code for Behavior Analysts.

Learning Objectives:
1. Participants will be able to describe the general considerations for special education evaluations and where behavior assessments fit into IDEA/Ch. 60 in Hawai'i's public education system.
2. Participants will be able to describe tiers of behavioral support and when a behavior assessment might fit in, from collaborating on lower-tier interventions to selecting and informing intensive tier-3 function-based behavioral interventions.
3. Participants will be able to describe the components of a behavioral assessment and how an ABA professional may adjust the assessment depending on the context of an individual student and the impact of the behavior of concern on their education.

The concept of Self Determination has been a stated focus in education and support professions for decades. Unfortunately, for such a pivotal construct, there are surprisingly few educational opportunities to learn about Self Determination, let alone how to help others prepare for self-determined lives. This presentation will offer participants a useful Self Determination training opportunity developed in partnership with The Center on Disability Studies (Hawai‘i UCEDD) and the State of Hawai‘i Developmental Disabilities Division to bring Self Determination training to individuals with IDD, state agency personnel, educators, support professionals, and others statewide.

“The Keys to Self Determination” curriculum was initially developed to train coaches and peer mentors working for the Postsecondary Support Project (PSP), a Federal inclusive postsecondary education project for students with ID based at the University of Hawai‘i. Members of the PSP team will discuss how “The Keys” are applied in the context of preparing transition-aged students for self determined lives. The team will also discuss Hawai‘i’s inclusive postsecondary education initiative (IPSE), agency partnerships, the PSP’s on-campus summer residential bridge program and its summer employment initiative. Participants will receive a durable SD training aid and are invited to explore possible collaborations or training support for other IPSE or UCEDD programs.

Designed for teachers and administrators, this training will delve into the scientific foundations of the PEAK Curriculum and its evolution within the field of behavior analysis, equip attendees with practical implementation strategies, and ensure they can transfer these skills to others effectively.
Throughout the workshop, participants will engage in hands-on practice with the PEAK assessment tools, which are applicable to students of all ages. Attendees will learn to administer the assessments, interpret the results, and use these findings to identify target skills for development. The session will guide participants through the entire process, from evaluating assessment outcomes and determining treatment recommendations to developing and implementing a detailed treatment plan.
Special attention will be given to aligning assessment scores with Individualized Education Program (IEP) goals, ensuring that ABA interventions are tailored to meet each student's unique needs. The workshop will also address the practical aspects of implementation, including collaboration among service providers, adherence to Hawaiian regulations regarding ABA services, managing classroom time constraints, and optimizing staffing allocations.

1. The attendee will be able to describe the three values associated with Today’s ABA.
2. The attendee will be able to describe the most important understandings competencies for people who provide direct support to children, adolescents, or adults with autism and/or developmental and intellectual disabilities.
Day 1 Part 2: On the Latest Iteration of the Practical Functional Assessment: Knowledge and Application
1. An attendee will be able to defend the practice of relying on synthesized reinforcement contingencies when functionally analyzing problem behavior and articulate the advantages of functional control over functional classification.
2. An attendee will be able to derive the suspected response class, establishing operations, and synthesized reinforcers from interview results.
3. An attendee will be able to describe the tactics for improving the safety, efficiency, and televisibility of the functional analysis.
4. An attendee will learn how to design the initial context in which the learner is happy, relaxed, and engaged.
5. An attendee will learn how to empower clients in this same context while preventing problem behavior from escalating when challenging situations are introduced.

This comprehensive day-long workshop provides an in-depth exploration of the AIM (Accept. Identify. Move.) Curriculum, designed to enhance Social and Emotional Learning (SEL) through a robust framework grounded in psychological flexibility. This training is specifically tailored for educational professionals, including teachers and administrators, who are dedicated to fostering environments that support the social and emotional well-being of students across all grade and ability levels.
Over the course of this 6-hour experience, attendees will delve into the assessment and intervention of the six core processes that make up a child’s behavioral and psychological flexibility. Acceptance, defusion, present moment awareness, self-as-context, values, and committed action – all play a role in helping students navigate SEL challenges. Each process will be unpacked to provide a thorough understanding of
its role in developing psychological flexibility and enhancing greater peace and well-being. Participants will engage in interactive activities and practical exercises designed to illustrate these core concepts and how they can be effectively integrated into daily classroom practices for just minutes each day.
The workshop will also focus on scaling the AIM Curriculum to meet the diverse needs of students across different grade levels and abilities. Attendees will learn how to adapt the curriculum for Tier 1 (Universal), Tier 2 (targeted), and Tier 3 (intensive) intervention models, creating effective and function-based classroom behavior management systems, and ensuring that SEL strategies are effectively implemented at all levels of student need. Real-world examples and case studies will be presented to demonstrate successful implementations and outcomes.
Special emphasis will be placed on creating cohesive SEL programs that align with school-wide goals and initiatives. Participants will explore strategies for fostering collaboration among educators, mental health professionals, and administrators to create a supportive and integrated approach to SEL. The workshop will also address the practicalities of implementing the AIM Curriculum, including managing classroom
time, allocating resources, and adhering to educational regulations and standards.
By the end of this immersive training, attendees will be confident in their ability to assess and implement the AIM Curriculum, scale it appropriately across different intervention tiers and foster a school environment that prioritizes the social and emotional development of all students.
Learning Objectives
1. Master the Core Processes of the Psychological Flexibility Hexaflex: Attendees will gain a comprehensive understanding of the six core processes—acceptance, defusion, present moment awareness, self-as-context, values, and committed action—and how they contribute to psychological flexibility and SEL.
2. Implement SEL Strategies Across Grade Levels: Participants will learn to adapt and scale the AIM Curriculum for students at various grade levels and abilities, ensuring that SEL strategies are age-appropriate and effective.
3. Understand Tiered Intervention Models: Aaendees will acquire knowledge on implementing the AIM Curriculum within Tier 1 (universal), Tier 2 (targeted), and Tier 3 (intensive) intervention models, addressing the needs of all students.
4. Align SEL with School-Wide Goals: Participants will explore methods for integrating the AIM Curriculum with broader school-wide initiatives and goals, promoting a cohesive approach to SEL.
5. Foster Collaborative Implementation: Attendees will learn strategies for enhancing collaboration among educators, mental health professionals, and administrators to support effective SEL implementation.
6. Navigate Practical Implementation Challenges: Participants will gain insights into managing classroom time, allocating resources, and ensuring compliance with educational regulations while implementing the AIM Curriculum.
7. Evaluate SEL Outcomes: Attendees will develop skills in assessing and evaluating the effectiveness of SEL interventions using the AIM Curriculum, including methods for measuring improvements in student well-being and academic performance.
8. Train and Support Peers: Participants will acquire the ability to train other educators in using the AIM Curriculum, fostering a collaborative and sustainable approach to SEL within their schools.

With student behavioral problems and teacher turnover at all-time highs, educators need behavioral interventions that work. With its practical behavior intervention method, this workshop replaces problematic behaviors with essential life skills for school and beyond. Educators can implement effective targeted interventions in twenty-five minutes or less using eight predefined behavior academies and a process to create their own.

Day 2 Part 1: On the Latest Iteration of the Skill-Based Treatment Process: Knowledge and Application
1. An attendee will be able to describe how to quickly and safely develop replacement skills within an open-door model that obviates the use of physical management and minimizes the possibility of escalated problem behavior.
2. An attendee will be able to describe the generally applicable process for teaching contextually appropriate behavior following the shaping of communication and toleration repertoires.
3. An attendee will be able to describe how to respond to problem behaviors were they to resurge during the skill-based treatment process.
4. An attendee will be able to describe different choice models in which the process may be conducted to further minimize escalated forms of problem behavior during the therapeutic process.
5. An attendee will learn how to identify and develop communication and toleration repertoires for their particular learner.
6. An attendee will learn how to shape contextually appropriate chains of behaviors comprised of relinquishing, transitioning, starting, varying, enduring, and persisting for their particular learner.
7. An attendee will learn how to collect data, monitor progress, and make values-based and performance-based decisions during the skill-based treatment process.
Day 2 Part 2: The Universal Protocol: Increasing Safety, Dignity, and Joy Across the Day
